for a class - you can wear pretty much whatever you like.
Most people wear t-shirts and yoga/sweat pants. You don't have to show your belly you don't even have to wear a hip scarf but you can over your t-shirt.
Because my current class is at the university a lot of the students wear the little tank tops with the shelf bra in them (and they are young little things *snort*) - but just as many wear full length t-shirts and never show their bellies.
I think it is really important to wear a good bra, Something that you can shoulder shimmy in without your 'girls' bouncing all over but not so restrictive that it limits your rib cage movement.
A fitted t-shirt or exposed belly helps your teacher to see your hip motion, rib motion and stuff but it isn't at all necessary.
FOR A PERFORMANCE. - while most performers do show their bellies - lots don't. There are a lot of options here also, wearing a bodysuit/leotard under your performance costume, sewing belly panels into a costume between the bra and belt or a beladi dresses- basically a straight up and down dress that has the hipscarf tied over it. Some opt for jewelled drapes that provide concealment but add to the motion when you move.
Some of the communities that I belong to talk a lot about costuming especially costuming for special needs for perceived figure flaws.
Besides we're all too busy tripping over our ownselves to worry about what another dancer looks like.
