My guess would be C, they're sympathetic to the plight of the refugees. I mean it could be any of the above, or a combination of them, but my first thought if I read about such a thing would be that countries C D and E were likely just trying to help people in trouble.

Of course, politics doesn't work that way so it's probably some other answer not even listed, really. There's always ulterior motives in politics, no one does anything just to be nice.
