I'm looking for a shrug pattern - ideally something with sleeves that will stay IN place for dancing and does not need to tie under the bust.

I'm looking at these patterns...

the pictures are crap - so I can't get a good idea of how it is going to turn out

This website has a few different patterns

Sleek Shrug - looks easy (but no sleeves at all.) Pluses - it looks like it will stay in place and need minimal fabric.

Cap sleeve  & Bolero jacket patterns -  in theory I should be able to lengthen the sleeve to the length that I want.

I guess I was hoping for something more like this style to about an elbow length for the sleeve.... but I wanted to do it out of fabric not knit/crochet.

suggestions?

Do you want it for a costume? I make my costume shrugs. It's really very easy and not much sewing involved. Just measure the length you want it on your arms. For example if you want it to be down to your wrists then measure across your shoulders from wrist to wrist. Then measure how far you want it to go down your back. I usually use around 20". Then take a piece of fabric and cut to your measurements. Then fold the fabric in half length wise and turn right side out and stitch from bottom (end towards wrist) up on both sides allowing enough opening to put your arms and shoulder through in the middle (usually shoulder width). Then turn right side out. You can leave the sleeves open or close with a casing and elastic. If you use non-running stretch knit, then you don't have to sew a finishing hem around the opening.
